ACCIDENT DETAILS

On 10/14/17 a 911 call came into the Clay County Comm. Center of a female reporting that she rolled her vehicle and she was still in the vehicle and it was on its top. Upon law enforcement arrival Audrey was located in the 1900MI of 500th St. It was determined through an investigation that Audrey swerved to avoid a deer. She left the roadway and when she re-entered the roadway she lost control of her vehicle. She skidded across the road and entered the south ditch. She entered the ditch rear first, hit a tree causing her vehicle to flip over and land on its top. Due to a very steep ravine that she entered, her vehicle then rolled approximately 2 times and came to rest on its top. Audrey reported minor injuries and was transported to the Spencer Hospital. It was determined that she was possibly intoxicated at the time of the crash and subsequently was under investigation for OWI. Her vehicle was a total loss. CCSO was assisted on scene by Spencer Police Department, Peterson Fire and Rescue, Sioux Rapids Fire and Rescue, Spencer Ambulance, Bud’s Service and Iowa DOT.

Anaruth was eastbound on 440th St in the 1700MI. She lost control of her vehicle and entered the north ditch where the vehicle became stuck. She flagged down a citizen who gave her a ride to Spirit Lake. A short time later she became in contact with Spirit Lake Police and was subsequently arrested. It was determined that she was intoxicated at the time of the accident. The CCSO was assisted by the Spirit Lake PD and Bud’s Service.

Details of Arrest: On October 12, 2017 at approximately 11:15 hours a Clay County Deputy witnessed Joyce driving a Silver 2005 Ford F-150 westbound in the 300 block of West 18th Street and then pulled into the Casey's General Store parking lot. The Deputy had prior knowledge that Joyce did not have a valid driver's license. The deputy entered Casey's and placed Joyce under arrest for no valid driver's license. During the initial investigation at the scene, it was found that Joyce had an open container in the vehicle. Upon further investigation at the Clay County Jail, it was determined that Joyce was under the influence of alcohol.

Joyce was charged with operating while under the influence - 2nd offense, public intoxication, no valid driver's license, and open container.

The Clay County Sheriff's Office was assisted by the Spencer Police Department and by Bud's Service.

ACCIDENT DETAILS

On the above date and time Ryan was traveling eastbound in the 2000 mile of highway 18, in a silver 2008 Honda Accord, and was approaching the intersection of 200th Avenue/M044. Joyce, who was driving a silver 2005 GMC Canyon, was westbound in the 1900 mile of Highway 18. Joyce attempted to turn southbound on 200th Avenue/M044 and was struck by Ryan. After a short investigation at the scene, Joyce was placed under arrest for no valid driver’s license. Ryan and his adult passenger were transported to the Spencer Hospital for minor injuries. After further investigation at the Clay County Jail, Joyce was found to be intoxicated. Joyce was charged with OWI 2nd Offense, no valid driver’s license, and fail to yield upon left turn.

STEIN WAS NOT SUSPECTED OF BEING IMPAIRED OR UNDER THE INFLUENCE. STEIN WAS TRANSPORTED TO THE SPENCER HOSPITAL WITH NON-LIFE THREATENING INJURIES. CLAY COUNTY DEPUTIES WERE ASSISTED ON SCENE BY EVERLY FIRE AND RESCUE, FOSTORIA FIRE AND RESCUE, SPENCER MUNICIPAL HOSPITAL AMBULANCE AND THE IOWA STATE PATROL.

A traffic stop was made and upon making contact, it was found Brown was driving and there were three valid protection orders between he and Schroder. Brown and Schroder were placed under arrest and were transported to the Clay County jail w/o incident. Brown and Schroder were charged with Violation of a Protection Order, a Simple Misdemeanor and were held to appear before the magistrate.

Details of Arrest: On 9-14-17 a subject called 911 to report he was following a vehicle that had stolen license plates displayed on it from Boone County. A Clay County Deputy located the vehicle in the 4400 mile of Hwy 71 and turned around to follow it. At that time the driver of the vehicle began to drive carelessly to avoid the Deputy. The Deputy initiated a traffic stop on the vehicle and the driver failed to stop. The Deputy initiated a pursuit with the vehicle southbound on Hwy 71.

The Iowa State Patrol and Iowa department of motor vehicle enforcement assisted at that time and pursuit continued into Buena Vista County and then into Palo Alto County. Stops sticks were deployed and the vehicle stopped in the 4600 mile of 380th Ave in PA Co. The subject fled on foot into a corn field and was confronted by Officers at that time. The male subject refused Officers commands and was Tased and taken into custody without further incident.

The driver was identified as Blaine Stockwell. Stockwell was taken by Spencer Ambulance to the Spencer Hospital and released to the Clay County Sheriff’s Office and transported to the Clay County Jail.

After further investigation it was determined the vehicle a 2016 Ford F150, he was driving was stolen out of Algona. The vehicle subsequently caught on fire and was a total loss.

The Clay Co Sheriff’s office was also assisted by Buena Vista Sheriff’s Office, Palo Alto Sheriff’s Office, Truesedale Fire and Rescue, and Ayshire Fire and Rescue Departments.

Stockwell is being held on a $20,000 bond. This case is still under investigation.

Details of Arrest: On September 13, 2017 at approximately 8:39 hours a Clay County Deputy observed a traffic violation on a vehicle at the intersection of B24/350th Street and M27/130th Avenue. Upon stopping the vehicle the deputy could smell an odor of alcohol coming from the vehicle. After field sobriety testing Karlyle was placed under arrest for OWI 2nd Offense. In the process of preforming the vehicle inventory, a open container of alcohol was found within arms reach of the driver.
