Details of Arrest: On Thursday 4/27/2017 the Clay County Sheriff's Office picked up Nikarra Ashlyn Macmain (24) of Ashton, IA from the Obrien County Jail on 8 Clay County Warrants. Macmain had six warrants for Forgery / Itentity Theft, one for Theft 5th Degree, and one for Theft 2nd Degree. Macmain's total bond is set at $35,300.

A traffic stop by a Clay County Deputy lands a Spencer man in the Clay County Jail on numerous Drug and Traffic charges.

At approximately 8:00 p.m., Saturday, April 22nd, 2017, a Clay County Deputy initiated a traffic stop on a vehicle for a speeding violation and upon investigation, it was found the driver, Earl Halbur, 56, 709 E. 3rd St., Spencer, Iowa, had a barred drivers license. Halbur was placed under arrest and upon investigation, marijuana and drug paraphernalia was located in the vehicle. Halbur was transported to the Clay County Jail w/o incident.

At this time, an application for a search warrant was made and granted. Upon executing the search warrant, drug paraphernalia, marijuana, several scheduled drugs, numerous prescription pills and approximately 26.7 grams of a crystalline substance believed to be methamphetamine was located. Halbur was charged with Speeding, Driving Under Suspension, Fail to File S.R. and Possession of Drug Paraphernalia, all Simple Misdemeanors, P.C.S.-Marijuana, P.C.S.-cor 136 (Amphetamine & Dextroamphetamine 30 mg), P.C.S.-R 3061 R 3061 (Amphetamine & Methamphetamine Extended Release 30 mg), P.C.S.-R 3060 R 3060 (Amphetamine & Dextroamphetamine Extended Release 20 mg), P.C.S.- 377 (Tramadol 50 mg), Possession of Prescription Drug-IP 102 IP 102 (Gabapentin 300 mg), Poss. of a Presc. Drug-ZE (Busipirone Hydrochloride 5 mg), Poss. of a Pres. Drug-2632 V (Cyclobenzaprine 10 mg), Poss. of a Pres. Drug-P 3 (Pramipexole Dihydrochloride .5 mg), Poss. of a Pres. Drug-GG 550 GG 550 (Fluoxetine 20 mg), Poss. of a Pres. Drug-LU Y16 9Quetiapine Fumarate 50 mg), and Poss. of Pres. Details of Arrest: A Clay County Deputy was contacted by Clay County Jail Staff of an inmate having unknown white capsules in her purse after having been arrested and brought to the Clay County Jail. Upon investigation, it was found Loera was in possession of 800 mg Ibuprofen capsules which are a prescription drug and she did not have a prescription for them. Loera was charged with Possession of a Prescription Drug, a Serious Misdemeanor and was held to appear before the Magistrate.

UPON MAKING CONTACT WITH THE DRIVER, LAURA ENLOE, THE DEPUTY WAS ABLE TO DETERMINE ENLOE'S DRIVER'S LICENSE WAS SUSPENDED. mph. A traffic stop was made and a passer-by advised the deputy that Matute had passed
three vehicle's in a no passing zone a mile before the deputy came in contact with Matute.
The witness also advised the deputy Matute forced vehicle's off the roadway, when he made
the illegal pass. A check of Matute's driver's license showed he was also Suspended in Iowa.
He was arrested without incident.

Details of Arrest: A Clay County Deputy was notified of a possible intoxicated subject who had been stumbling around in the lobby of the Clay County Sheriff's Office and advised he was attempting to bond a subject out of jail. Upon investigation, it was found Jeremy Fank had been consuming alcoholic beverages and was run through a series of field sobriety tests. Fank failed the tests and was placed under arrest. Fank was charged with Public Intoxication, a Simple Misdemeanor, and was held to appear before the Magistrate.

The Clay County Sheriff’s Office received a suspicious person complaint and upon investigation, several juveniles were charge with Curfew Violations.

At approximately 0232 hrs., Saturday, April 15th, 2017, the Clay County Sheriff’s Office responded to a suspicious person complaint at 3230 260th Avenue. Upon the Deputy’s arrival, the Deputy met the complainant beside two vehicles parked on the roadway. Upon investigation, the reporting party stated he found subjects running around the shed on his property and advised they took off running when he approached. The Deputy located a 17 yr. old Spencer male and a 16 yr. Spencer female and was advised the vehicles were theirs. The Deputy transported the juveniles home and were cited for Curfew Violation, a Simple Misdemeanor, and released to their parents.

Upon further investigation, an additional 17 yr. old Spencer male and two 16 yr. old Spencer males were found to have been involved. These males were cited and released for Curfew Violation, a Simple Misdemeanor.

Details of Arrest: A Clay County Deputy met Graves vehicle and knew through prior knowledge she had a warrant for her arrest. The Deputy turned, caught the vehicle and and asked the Communication Center to conduct a check on the registration and it was registered to Graves. A warrant check on Graves was requested and she was wanted on a Clay County arrest warrant. The Deputy initiated a traffic stop on the vehicle and identified the driver as Graves. Upon confirmation of the warrant, Graves was placed under arrest and was transported to the Clay County Sheriff's Office. Graves was held on a $5,000.00 cash or surety bond.

Upon further investigation, Letcher was found to be in possession of a home made pop can marijuana pipe and was placed under arrest. The Deputy also located a chewing tobacco container containing mari juana beside the bridge where Letcher had been. Letcher was transported to the Clay County Jail w/o incident.
Letcher was charged with P.C.S. -Marijuana, a Serious Misdmeanor and Possession of Drug Paraphernalia, a Simple Misdemeanor. Letcher was held on a $1,000.00 cash or surety bond.

The male is described as mid to late 30's, stalky build, red hair, and goatee. The unknown male tried convincing the child to let him give her a ride to school. He was then confronted by an unknown female adult, who drove up behind the Dodge truck and told the man to leave the 13 year old alone. The male then drove away and the child is okay.
